The ways that has been tried so far is staying in a tent, a barrack, temporary shelter, a semi permanent house, and a permanent house. Essentially, it can be described as temporary or permanent. All of these approaches are taken to respond to the circumstances at that moment.
Tent is the first shelter used as it is easy to erect and it provide instant solution to where to sleep and stay. The circumstances are immediate respond to needs.
